The St. Louis Minority Supplier Development Council (MSDC) recently recognized , as the 2012 Buyer/Coordinator of the Year.
Mangogna, a life-long St. Louis resident, has worked at Hazelwood School District (HSD) for six years; four as a construction project manager and two years as director of facilities.
Prior to working for the district, he owned a construction and environmental abatement company.
His career spans across five decades, which include: leading several property management companies, serving as chief of staff to former City of St. Louis Mayor Vincent Schoemehl, as well as his work for several STL board of commissions.

HSD's supplier diversity program has come under the fire of the NAACP, which has expressed concerns and attended school board of education meetings regarding them since May 2011.
HSD sets supplier goals for Minority Business Enterprise contractor participation at 25 percent.
The district has also instituted new initiatives in a response to the NAACP's concerns which it hopes will also expedite contractor payments and streamlines the process of overseeing minority and women owned business participation.
