Planning and Zoning Commission Keep Tight, Brief Meeting

Commissioners review requests for additions to Walgreens and a clarification of the word, "family."

Monday night’s meeting took only 50 minutes to complete all agenda items. 

The first item of business, an amended presentation for the incoming of Kydz Kastle on New Florissant Rd., was continued until the next Planning and Zoning meeting later this month.

 For the next item, the commissioners listened to a presentation by Civil Engineering Design Consultants' Brian Harp. Harp requested approval for work to be done to the Walgreens at 400 US N Highway 67, which would add a drive-thru, additional masonry and landscaping.

Commissioners questioned Harp as well as the architect Nick Telowitz about parking, entering and exiting of the intersection and the plaza as well as the anticipation of traffic with the added drive-thru.

 The biggest concern appeared when Commissioner Lee Baranowski questioned the petitioners about the possible dangers of solely a striped caution area to divide lanes for drivers.

The commissioners and Harp were able to compromise by establishing a small, narrow island being placed to delineate traffic.

 With that stipulation in place, the commission unanimously recommended approval for the changes to the city council.

The final agenda item was whether for the commission to recommend a change to  zoning ordinance in regards to the definition of family.

 In a memo addressed to the commission from Building Commissioner Philip Lum, Lead Permit Inspection Clerk Thomas Helfrich said he noticed a discrepancy between two different codes of the city of Florissant. 

Each code defined the term, “family” in a different manner. In Section 510.020, the code says, “… no more than two other persons related directly to the individuals or married couple by blood or marriage,” while Section 405.035 states, “… no more than two other individuals.” 

The Public Works Department has followed the latter section, as it was the most recently updated edition.

The proposed update would allow for no more than two other people who are related to the two homeowners or married couple. The commissioners unanimously approved the recommendation to the city council and adjourned the meeting at 7:50 p.m.
