Former St. Louis HUD Director Receives 18-Month Sentence

The Florissant man pled guilty last year to accepting illegal gratuity.

A federal judge sentenced a Florissant man and former St. Louis HUD director to 18 months in prison Tuesday afternoon.

Charles Hester pled guilty this past September for conspiracy to provide and accept an illegal gratuity, according to a press release.

Hester oversaw and approved FHA financing on multifamily properties as a HUD director. After a couple bought a HUD subsidized property, Chevy Chase Apartments in Mexico, MO, he accepted payments totaling $38,000 for the approval of a $1.5 million FHA-insured refinancing of the apartment’s mortgage, according to the release.

Hester also received two years of supervised release.
