Florissant Voters Mull Four Ballot Propositions for Approval

Next Tuesday, voters will decide on one countywide proposition and four citywide propositions.

Besides voting for the next Florissant City Council representatives and annexation, Florissant voters will have to weigh votes on four propositions next Tuesday.

and the fourth proposition will be a countywide vote to repair the St. Louis County courthouse.

The bond would not raise taxes for residents if approved. Mayor Tom Schneider said Monday night he’s in support of the proposition.

The proposition needs a 57 percent majority to be approved.

Propositions 2 and 3 for Florissant would align the city’s charter with the St. Louis County board of elections.

Proposition 2 would update , and it would allow the election to be held at the next available date in line with the St. Louis County Board of Elections' schedule.

The charter amendment, if passed, would read:

“If two or more candidates receive an equal and the highest number of votes for the same office, another election between the candidates so tied shall be held at the next date available under the law.”

Proposition 3 would update the charter to call for an election for a vacated office that has more than 180 days left until expiration should have an election in the next available election date under law. Thus, that election would fall in line with the election schedule of the St. Louis County Board of Elections.

The wording that will be on the ballot is:

“Shall the City of Florissant, Missouri partially amend Section 12.8 (Vacancies in elected offices) of the City Charter to make the Charter language consistent with State Election laws, and to read as set forth below?

If a vacancy shall occur in any elected office more than one hundred eighty (180) days prior to the expiration of the term of said office, the Council shall, with ten (10) days after the occurrence of such vacancy, call an election to fill said office for the unexpired term thereof.  Such election shall be held at the next election date available under the law following the occurrence of the vacancy and shall be conducted in the same manner as provided for regular elections.”

For Proposition 1, it would allow residents, even if they have been redistricted, to run for election in that ward. So, for example, if a resident is redistricted to Ward 2 from Ward 1, that person can run for election in that ward as long as they’ve lived at their residence for one year prior to redistricting.

The wording of the charter, if approved, would read:

“Each member of the Council shall be a registered voter of the City and shall have been a resident of the ward from which elected or the area constituting such ward for at least one year immediately prior to the election unless a persons residency in the ward was changed as a result of redistricting under Section 1.4 of the City Charter and that persons residency has not changed for a least one year prior to the election.”

Voters will see these propositions on the April 3 municipal ballot.
