Florissant Mayor Lays Out $31.5 Million Budget for 2013
Mayor Tom Schneider presents the 2013 budget with a number of changes and requests for councilors to consider.
Florissant Mayor Tom Schneider gave the public and Florissant City Council into the administration’s proposed 2013 fiscal year budget Monday night.
Mayor Schneider presented a $31.5 million budget, which is an $800,000 increase from the approved 2012 fiscal year budget.
“One of the goals of this budget, as it was last year, is to more accurately anticipate expenditures for the next fiscal year and thus reduce the need for supplemental appropriations,” he said.
The proposed budget includes a number of requests and changes for departments, which include:
- A two-percent salary increase for all full-time and part-time employees.
- A merit system to help maintain police officer and staffing levels.
- A park police program, where two-part-time police officers would work in parks and the community centers to help improve security.
- A superintendent of recreation and second recreation specialist positions have been added to the parks and recreation department, but the Assistant Director of Recreation position has been eliminated.
- Overtime budgets have been put back at “more reasonable levels.”
- A five percent increase in the monthly premium for employees’ medical insurance.
In addition, the mayor said that the budget uses $1.3 million of the city’s reserves, which would leave approximately $8 million in the reserve budget.
“This should leave the general fund in good shape,” Mayor Schneider said. “Amounts will be taken from reserves for the capital improvement fund, park improvement fun and the sewer lateral fund, which are well within the reserve amounts projected. I believe the use of reserve funds to be a necessary and prudent use of resources since the same amount borrowed will be returned. The proposed budget is a balanced budget.”
The first City Council budget meeting will take place Oct. 20.

Can you tell me where the money comes from? I'm guessing it comes from personal property tax and sales tax? Are there any other sources of revenue for the city?

Yes, I think the citizens need to be shown a detailed presentation of the budget.Perhaps a projection also of 2-3 years ahead and maybe 3-5 years back would help us understand much better.If they wish visit the 2012 City of O'Fallon Missouri to see an award winning presentation of what a budget with projections etc.looks like plus they spend less each year than we do !!

Gary, how do you figure that O'Fallon MO spends less than Florissant. Our proposed budget is 31.5 million. The O'Fallon MO budget is more than twice as high. The below quote is taken directly from page 19 of their online PDF 2012 budget.
"The adopted Budget anticipates expenditures totaling more than $74 million with the largest portion being $26 million allocated toward the City’s General Fund. In addition, the Budget allocates more than $23 million to the City’s Special Revenue Funds and $21 million to the City’s Enterprise Funds."

The 2012 Budget is on the City's web site ... under the Finance Department ... it shows all the different revenue sources ... with estimated dollar amounts for each.

You can go back 5 years on Florissant's website to view past budgets. I still see lots of areas we could cut as a city, but the format is much improved over the past 5 years.
